What is AERA?
The U.S. Embassy Employee Association Tirana is a non-profit, private organization created for the morale, welfare and recreation purposes of USG employees and their eligible family members assigned to U.S. missions abroad. While the association is governed by USG direct hire employees and their eligible family members and established under the authority of the Secretary of State, it is not USG entity.

Note: For US federal tax purposes only, employee associations are considered USG instrumentalities. This unique tax status enables the employee association to forego the payment and reporting of organizational income but does require that associations meet IRS employer requirements. As for duty-free status, associations have none. Duty-free privileges apply to individuals, not private entities. Commissary goods are imported under chief of mission authority.
